UNESCO Moscow office presents a new publication: Education, Support and Protection of Learners and Educators Living with HIV or Affected by HIV Epidemic. The Practical Recommendations on HIV Policy Implementation in Education Sector in Eastern Europe and Central Asia are presented in the publication.
The number of people, including children, living with HIV keeps growing in Eastern Europe and Central Asia, which is the only region where HIV prevalence remains on the rise. Thousands of adults, adolescents and children living with or affected by HIV get education or work in educational institutions across the region. The Practical Recommendations provide the management and the staff of educational institutions with a policy framework and practical tips for supporting and protecting from discrimination students and educators living with or affected by HIV.The Practical Recommendations can be used to review and improve national policy (education laws, ministerial decrees, etc.) and policies of individual education and training institutions (bylaws, codes, etc.) at all levels of education to ensure discrimination free, caring, safe and supportive learning environment and to uphold the rights of all workers and learners including those living with and affected by HIV. The Practical Recommendations also can be used for of raising educators’ awareness and their training.
The Practical Recommendations are based on international conventions, declarations, recommendations and other documents developed by UNAIDS, UNESCO, ILO, UNICEF and WHO and are aligned with national educational policies of Eastern European and Central Asian countries.
Development of the Practical Recommendations has resulted from collaboration of the UNESCO Moscow Office and ILO Bureau for Eastern Europe & Central Asia, experts from ministries of education and leading educational and health care institutions, local non-governmental and international organizations. The draft Practical Recommendations were carefully reviewed by a large group of stakeholders including representatives of national ministries of education, educational institutions, the community of people living with HIV, NGOs and UN agencies at a round table organized under the auspices of the Ministry of Education and Science, Youth and Sports of Ukraine and with support of the UNESCO Office in Moscow and UNFPA Ukraine.
