From May 30 through June 1, 2011, UNESCO Cluster Office in Almaty in cooperation with the “National Center of Scientific and Technical Information " JSC, which is one of the largest national clearing houses, dealing with the problem of commercialization, held a national seminar on "Promotion of scientific researches and innovation for economic development."
The workshop brought together over 30 representatives from private businesses, leading academic, educational institutions, and government agencies.The aim of the workshop was to familiarize the Kazakh scientists and entrepreneurs with the mechanisms and methods of commercialization, their practical application, as well as opening up the opportunities to create international cooperation in the commercialization and technology transfer.
The lecturers of the seminar were experts in the field of research, commercialization, venture capital and promotion of scientific results. The speakers were: Dr. Yoslan Nur, STI Programme Specialist, UNESCO; Zinov V.G., Dean of the Faculty of innovative-technology business, Russian Academy of National Economy under the RF President; Norida Rahman, Senior Vice President and Halim Bisri, Vice President of Technology Nurturing (Technology, MIGHT), Malaysia; Dr. Kurmangali B.A., Almaty Regional industrial park; a well as representatives of JSC "NCSTI" Messrs Djumabekov A.K., Alibekova G.Zh., Akishev N. and others.
It was repeatedly emphasized during the seminar, that the scientific community of Kazakhstan, for further development of the innovative economy and competitiveness, needs to create effective institutions for technologies’ commercialization.
The seminar covered issues and held intensive discussions relating to the mechanisms of commercialization of scientific research and the state of science and technology development in Kazakhstan. Issues of methodology and concepts re- intellectual property management, finance, the promotion of scientific research into the real economy, venture capital also were addressed. It was noted that the commercialization of science and increased competitiveness is a lengthy process. Success requires not only the relevant skills and organizational procedures, but also the support and understanding at the highest levels of government.
All participants actively participated in the seminar. The recommendations and proposals for preparation and development of legal regulations for public-private partnership in research and development were provided by participants. The possibility of creation and establishment of the Centre for Science Policy and Innovation in Kazakhstan under the auspices of UNESCO (category 2 center) also was discussed.
The participants provided a positive feedback on the seminar and emphasized the need for similar activities in covering the issues and training of national specialists in the assessment of technologies, venture capital, creating start-up companies and new innovative technologies. Representatives of government agencies and the seminar participants recommended that UNESCO continue conducting such initiatives and consider the possibility of offering similar seminars on the topics mentioned above in Astana and other cities in Kazakhstan.
